We call what your prospective customer was requesting a “blind quotation”, and they usually come from the timid or lazy. Sometimes I can read between the lines and get enough info to provide a semi-educated quotation, but this isn’t even really a negotiation, which makes it difficult to determine where the midpoint is for a win-win deal.
